Telangana ews guidelines: annual income limit for SAP quota in Telangana set at Rs 8L

HYDERABAD: The annual income limit for using the Economically Weaker Sections (EWS) quota for initial appointments to posts and for admissions to educational institutions in Telangana has been set at Rs 8 lakh.

In accordance with the directive issued by the state government for the implementation of a 10 percent reservation to EWS, only those in EWS are eligible who are not covered by the reservation scheme for the listed castes, the listed tribes and the backward classes.

The gross annual income limit for availing the EWS reservation is less than Rs 8 lakh. Income also includes income from all sources, be it salary, agriculture, business, profession, etc., for the financial year preceding the year of the request.

The guidelines state that 33.3% of initial appointments to state government posts and departments assigned to the SAP category would be made to women among them. The maximum age for direct recruitment to a position would be raised from 5 years for SAP applicants on a par with SC, ST and BC applicants.

Chief Secretary Somesh Kumar on Tuesday issued the government decree (GO) containing consolidated guidelines for the implementation of the EWS quota.

It was on January 21 of this year that the Telangana government decided to apply the 10 percent reserve to EWS in the state.

The Center announced in 2019 a 10% quota for SAPs in higher education institutions, including private institutions and initial appointments in government departments.

The state government has issued guidelines as it prepares to fill 50,000 vacancies in various departments and admissions are expected to start in professional courses such as engineering, agriculture, pharmacy, MBA. , MCA and LLB.

According to the GO, the Department of General Administration and the Department of Education will separately issue the necessary changes to the rules and guidelines in accordance with the criteria and guidelines prescribed by the Indian government.

The benefit of the reservation within the framework of the EWS can be exercised on presentation of an income certificate issued by a Tehsildar. The office issuing the certificate would do the same after carefully checking all relevant documents in accordance with due process, reads the GO.

When, during a recruitment year, a vacant position reserved for SAP cannot be filled due to the unavailability of a suitable candidate from SAP, such vacancy for that particular recruitment year will not be carried over to the following recruiting year as a backlog, he said.

SAP applicants would benefit from an exemption from examination fees on the same basis as SC / ST / BC applicants for direct recruitments.

The government has ordered all higher education institutions in the state to increase the number of seats in each branch of study or faculty to admit EWS applicants for all admission notifications issued below.

With a 10 percent reserve at EWS, the overall quota for various categories in the state has increased to 60 percent.

The Telangana legislature in 2017 had already passed a bill increasing the reservation for Muslims from 4% to 12% and for List Tribes (TS) from 6% to 10%.

The state had asked the Center to amend the Constitution to relax the upper limit of 50 percent of the quota for all sections, as prescribed by the Supreme Court. The Center has still not responded to the request.
